It is now one of the many nations that has shown tremendous growth in its economy. Education being amongst the most important factors for the overall development of a nation, tremendous progress has been made in this field. If we look at the fund allocation for Higher Education in the 10th Plan and compare it with the allocation made in the 11th Plan, we will find that there is a ten-fold increase. The Vice- Chancellor emphasized that we are privileged to be part of a University which is the highest seat of learning in the State, but that we also have to know that all these privileges come with great responsibility towards the people of the region and the nation at large. In any organization, we must know that we cannot achieve great things unless each of us work together and that everyone of us is equally important, regardless of who or what position we may hold.

Amongst the more recent achievements of MZU, the Vice- Chancellor highlighted that the School of Physical Sciences has been completed and occupied and that the School of Life Sciences, School of Economics, Management & Information Sciences and two Boys Hostels are near completion. The University is also preparing for the 12th Plan, and the emphasis will be on triple of the amount of the proposal of the 11th Plan. This reflects the importance that the Central Government is giving to Education. Everyone is welcome to contribute with their suggestions in the preparation of a good Plan, so that our University can move forward not only in quantity but also in Quality. Prof. Lalneihzovi, Head, Dept. of Public Administration, MZU gave the welcome and introductory address, after which the Chief Guest Mr. Laldingliana, Indian Foreign Service (Retd.), Chief Information Commissioner, Mizoram Information Commission gave a lecture on “Good Governance and Right to Information”.

He stated that “The Openness and accessibility of the people to information about the functioning of the government is a vital component of democracy and is important for Good Governance. Access to information not only promotes openness, transparency and accountability in administration but also facilitates active participation of the people in the democratic governance process. Without good governance, no amount of development schemes can bring in improvement in the quality of life to the citizens”. With the introduction of RTI a faceless citizen is blessed now with a tool with the help of which he can now demand from the government the details of every action taken on behalf of the people. He further stated that “the official Secret Act of 1923- the legacy of the British Rule – has defined not only how the organization would function, but also the approaches and the attitude of civil servants/employees. It stated that no act has done more to create a gap between the people and the public institutions than the Official Secret Act. The Culture of Secrecy, which denied the people their rights has now been overridden by the passing of the RTI Act 2005”.   Mr. Laldingliana, concluded his lecture saying the RTI Act is meant for ensuring Good Governance, Transparent and Accountable Government and for prevention and fighting corruption. He cited a few examples of the success stories of the use of RTI Act such as how a Pastor spoke in church of how RTI had ensured the building of a bridge in western Mizoram. Rs. 10 lakhs had been sanctioned a few years ago but the Contractor did not build the Bridge. The Concerned people of the area resorted to use RTI to get information which clearly showed that the Contractor had drawn the money. With the Information available through RTI they made the contractor undertake the work, and the Bridge, although not fully ready, can now be used.

There is more and more awareness and the use of RTI ACT in Mizoram. As against only 476 RTI Applications in 2006-07, there were 1750 RTI Applications in 2013-14(based on reports received upto 1.9.14).

            1. Prof. J.K. Patnaik, Dept. of Public Administration, Mizoram University
            2. Rev. Dr. R.L. Hnuni, Principal, Calcutta Bible Seminary, Kolkata.
            3. Prof. Lalrintluanga, Dept. of Public Administration, Mizoram University
            4. Ms. Neha Naqvi, Project Co-ordinator, Welthungerhilfe, Germany
            5. Ms. Bina Lakshmi Nepram, Arm Control Foundation of India, New Delhi.

On 27th May, 2015, the Department of Public Administration, Mizoram University organized a “One-day International Workshop on United Nations Security Council Resolution 1325 and Peace and Security”.

Professor Lalneihzovi, Head, Dept. of Public Administration was the Chairperson, Prof. Srinibas Pathi, Dean, School of Social Sciences, MZU delivered a speech on the Theme of the Workshop.

Shri Lalsawta, Hon’ble Minister of Law, Finance etc., GoM, was the Chief Guest of the event and             presented a speech in which he said, “This important UN Security Council Resolution 1325 has   apparently now been extended to include women, who constitute the Central figure in the     Resolution, as subsequent UNSC Resolutions show. The Resolution would thus read- UN Security Council Resolution 1325 and Women, Peace and Security, as today’s workshop will         hopefully consider. Important as it is, it is a fact that India has not as yet adopted any measures    for the implementation of Resolution 1325 and other resolutions on the ground that “There are no             situations of armed conflict within the territory of India, and hence the Security Council   Resolution 1325 relating Women in Armed Conflict is not applicable to India.”

He further stated, “There have been countless instances where women and children are direct       victims of violence in India, in States such as Assam, Manipur and others. I sincerely hope that        today’s International Workshop will deal with the subject sufficiently and start sensitizing the nation. It is not only in the sphere of violence that women have been the victims: social practices         in the country also contribute to putting women back in their status at least by one century     behind.”

Ms. Binalakshmi Nepram, Arm Control foundation of India, New Delhi presented a speech on the             background of the theme, situations in India, and initiations that are being taken.

Prof. J.K. Patnaik, Dept. of Political Science, MZU and Prof. Lalrintluanga, Dept. of Public             Administration, MZU, Ms. Omita, Manipur Gun Survivor Network - were among others who       spoke on their experiences and research at the event.

UNITED NATIONS SECURITY COUNCIL RESOLUTION 1325

UNITED NATIONS SECURITY COUNCIL RESOLUTION 1325 (UNSRC 1325) was adopted unanimously on 31 October 2000, after recalling resolutions 1261 (1999), 1265 (1999), 1296   (2000), and 1314 (2000). The resolution on women, peace and security acknowledges the         disproportionate and unique impact of armed conflict on women and girls. It calls for the        adoption of a gender perspective to consider the special needs of women and girls during conflict,      repatriation and resettlement, rehabilitation, reintegration and post-conflict reconstruction.

Resolution 1325 was the first formal and legal document from the United Nations Security          Council (UNSC) that required parties in a conflict to prevent violations of women’s rights, to       support women’s participation in peace negotiations and in post-conflict reconstruction, and to protect women and girls from sexual and gender-based violence in armed conflict. It was also the          first United Nations resolution to specifically mention women. The resolution has since become      an organizing framework for the women, peace and security agenda, which focuses on advancing         the components of resolution 1325.

Resolution 1325 has changed the way the international community thinks about peace and           security. The “ Women and War” Conference, held November 3-5, 2010 by USIP and its         partners, specifically highlighted the importance of Resolution 1325 through its impact on      international law, women’s empowerment, the military, and global security.

In a statement in 2005, the Security Council called upon U.N. Member States to continue to         implement Resolution 1325 through the development of National Action Plans (NAP) or other          national level strategies. This NAP process assists countries in identifying priorities and           resources, determining their responsibilities, and committing to action.

He started his career as a correspondent for the New York            Times from South Asia and was a member of the first national security advisory board. In 2010, Tufts University awarded Prof. Sanjoy Hazarika with Dr. Jean Mayer award for global citizenship             for his advocacy of issues of India’s North East.

Prof. Sanjoy Hazarika, spoke about the areas of focus by media in today’s scenario and regardless of north east being on the margins of India, most news and events in regard to the North East of India are often blanked out and whether or not this negligence is by the Media or other institutions. He stated, “One of the reasons for negligence is possibly Media Fatigue, since 1955 the media has been covering nothing but conflict in the North East, 60 years of reporting on conflict, generations of journalist usually linking North East to conflict news, which may seem unfair, however we need to understand that the nature of Media in the country is unfair and unbalanced, inclusive of the social media, because we do not have a National Media, we have a Metro Media”.

He also highlighted the Importance and need for robust research saying “If you look at the television or some of the writings in the local papers or metro media, you`ll find that a lot of the work published does not have any background, a lack of good quality research”. He also mentioned with regard to today’s news and talk shows, one of the most important question we need to ask ourselves as journalist is “Are we interfering or too involved in the private lives of people, aside from those holding public office”.

He further stated the importance of telling our story as citizens to the rest of the country, educating people about our past for the Media to take interest, as in most cases, people often don’t take interest because they do not know. Prof. Sanjoy Hazarika and his team are currently making a documentary film on Mizoram regarding the “Rambuai” years – years of trouble. In the light of his visit and interviewing people from across Mizoram, Prof. Hazarika shared his experience and said, “There has been a lot of pain in Mizoram, one of the things I’m struggling with - is how the people who have suffered so much are able to close the past – which to me is an extraordinary thing. However, my argument would be that your stories have not been told adequately and I think it is important for people like you and me to be - not just reporters but documenters, we are called to bare witness and testimony - and that fundamentally is our call as Media Persons.”

The other Guest of Honour at the event was Dr. P. Thirumal, Associate Professor, Department of Communication, University of Hyderabad. 23.   FRESHMEN ORIENTATION PROGRAMME 2015

Rev. Dr. Lalchungnunga, Chairman, MBSE, Inspired the gathering with the story of William Carey. He narrated the importance of "Character" which is the sum-total of attitude, conviction, values, vision, habit, personal culture, self-esteem & care.

Gist of the "Inspirational Speech for the class of 2015-2017" by Rev. Dr. Lalchungnunga, Chairman , MBSE at the "Freshmen Orientation Programme, 2015".

The joy of a Teacher: It comes from the satisfaction of having a part in the growth of a person. First of all, I think the teachers should be thankful to you freshers for you have chosen this university and for giving yourselves to be the receptacles and beneficiaries of their labour and learning.

Attitude: This is what makes all the difference. Your attitude to family, relatives, siblings, peers, other people, studies and work. If your attitude is of service (desire to serve) then you can smile always, not just superficially (Shiv Khera). Learn to develop positive attitude. Ask yourself, “ Am I useful and an asset to my family, community and now to my University.” Don’t look for deficiencies but for the opportunities and facilities that are available, make the best use of them.

Conviction: What you firmly believe governs your philosophy of life and your worldview. It is the values which you are strongly convinced about that matters most in how you conduct yourself.

Values: Are not just things which you think are good, but they are things which you believe and hold dear.

Habit: It is important to form a good habit. It takes 31 days to make or break a habit. If you repeatedly do a thing by conscious effort for 31 days, it can become a habit, which will be internalized and results in behavioral change which is called transformation.

Idea: You may have a good idea, but idea does not work by itself if you do not work the idea.

Vision: It means the ability to see the invisible. Shiv Khera says, “If you can see the invisible, you can do the impossible.” Open not just your physical eyes, but your intellectual and spiritual eyes also. Then you will have vision.

Self-Esteem: You are different from any other person in the world, therefore, you are special. It is what we feel about ourselves. It, however, differs from ego, which is the centre where you want to think you are superior.

Care for others: People don’t care how much you know, they want to know how much you care. Remember you are not an island. Your life and behavior affect others. You cannot just say, “It’s my life.” Develop the culture of caring, of courtesy, of helpfulness.

Character: The sum-total of attitude, conviction, values, vision, habit, personal culture and self-esteem is character. It differs from reputation. Reputation is what others know about you. Character is what you know about yourself. It is you only who knows what you do while others are not around.

If you want to be successful, draw inspiration from the life-example of winners. “Winners don’t do different things, but do things differently,” (Shiv Khera).

Time is before you. Now is your time. Now is precious. The past is history, the future is mystery, Now is what you have. That is why it is called “present.” Losers count the days. Winners use them. Time does not come and go, neither it flies. It is always there, part of eternity. It is we who come and go. You are here now, you will go away tomorrow, but time will remain.

Life is too short to get all you want, but long enough to give what you can. When you were born, you cried and the world rejoiced. Live your life in such a way that when you die the world cry and you rejoice (Sanskrit saying).

Why is it important to understand the brevity of life? Because we can become wiser. How is it that you become wise when you understand the shortness of life? It is like this, you know there is going to be an end, and you want that the end should be good, and then you begin with the end. You connect the two sayings: “Well-begun is half done”, and “All is well that ends well,” and your life in between alright. Learn to gain more knowledge, but do not be satisfied in just gaining more knowledge. Try to gain wisdom, because knowledge does not necessarily guarantee wisdom. Wisdom comes from inspiration. James says wisdom from above is first pure, then peace-loving, considerate, submissive (gentle), full of mercy and good fruit, impartial and sincere (James 3:17). How do you want to be remembered after you go? It will depend on how you use your time, how you spend your life.

I wish that when you think of your past, it will be one of joy, when you think of your present, one of work, when you think of the future, one of hope. Draw inspiration from nature, from the works and lives of great people, and motivate yourselves to action. It is not enough just to be inspired. Inspiration should result in motivation for action.

I started with remarks about the joy of a teacher. Be the reasons for the joy of your teachers. Make others happy, and happiness will return to you more abundantly. Have the thirst for knowledge, pursue it, run after it. It will help you to gain wisdom.

I want to conclude with the life story of an English cobbler who became a world renown educationist, botanist, philanthropist, linguist, translator, social reformer…..His name is William Carey. He had formal education up to elementary level only. No high School, College or University. He was just a cobbler, then a teacher ,then a pastor. He came to India, learned Indian languages, translated the Bible into more than 30 Indian languages. He translated the Ramayana from Sanskrit into English. He helped in the campaign with Raja Ram Mohun Roy against widow burning and was successful during William Bentinck’s time in having the practice abolished. When he came to India, there were two views of the colonialists about education of India: that Indians could not be educated, and worse, Indians should not be educated. Carey believed: Indians could be educated and should be educated. He was one of the few Englishmen who believed India is for Indians. He started writing prose in Bengali language and paved the way for the development of Bengali literature, which largely contributed to the Bengal Rennaisance, which produced great people like Rabindranath Tagore, one of the great figures to inspire Indian independence movement and the author of our national anthem. At that time, it was a common saying that, “What Bengal thinks today, India thinks tomorrow.” He helped in founding the Botanical Garden in Calcutta. In one of his speeches he made a statement which became a world famous quote: Expect great things from God, attempt great things for God. These words are displayed in the Railway station at Serampore, where he founded Serampore College in 1818, which has a university status given by King Frederick VI of Denmark. He was honoured with a Doctorate Degree by Brown University USA. Now, institutions, churches and places bear his name.

If William Carey, a man of humble beginning, could transform himself into such a great personality in spite of his lack of formal education, why wouldn’t you?

The requirement for human resource is going to increase and if a nation can cater to this demand it is India.

Why should India only remain a market? This is not acceptable. This is also the reason we launched Make in India.
